On March 28,2021,the Luoyang Municipal People's Government issued the"Circular on Recognizing and Rewarding Enterprises that meet the standards of Luoyang Small Giant Cultivation in 2019"(Luozheng(2021)No.4),identifying 26 Luoyang"Little Giant"cultivation enterprises,and giving 7 enterprises 300,000,500,000 and 800,000 yuan of financial incentives.

　　The"Little Giant"enterprise cultivation project is an important work determined by the Luoyang Municipal Party Committee and the municipal government to promote the development of small and medium-sized enterprises in the city.In order to accelerate the construction of a modern industrial system,cultivate a large number of high-quality smes with strong innovation ability,good development quality and great growth potential,and promote the sustainable,healthy and rapid development of the city's economy,in 2017,the municipal government issued the Opinions on the implementation of the Small Giant Enterprise Cultivation Project(Luozheng[2017]No.19),and decided that during the"13th Five-Year Plan"period,Focusing on the key areas of the modern industrial system manufacturing industry,a number of high-growth small and medium-sized enterprises are selected to focus on cultivation.The selection conditions of the"little giant"cultivation enterprises include registration in Luoyang and independent accounting,and the main business income of the enterprise in the previous year of the application for inclusion is 30 million yuan to 300 million yuan,and the growth rate of the main business income is more than 10 percentage points higher than the average growth rate of industrial enterprises above designated size in the city.

　　In view of the"little giant"cultivation enterprises,our city implements annual dynamic management and assessment standards.For those who reach the assessment target,the municipal finance will give certain incentive funds according to the indicators of the enterprise.For the annual main business income of more than 500 million yuan,awarded the"Luoyang'little giant'enterprise"honorary title.

　　In 2019,Luoyang Tianjiu Technology Co.,LTD.,Luoyang Shuolishin New Energy Technology Co.,LTD.,Luoyang Haozhi Machinery Co.,Ltd.and other three enterprises were newly identified as"little giant"cultivation enterprises,and the total number of"little giant"cultivation enterprises in the city reached 26.The city's"little giant"cultivation enterprises show a vigorous development trend,and the city's"little giant"cultivation enterprises'profits increased by 81.6%year-on-year in 2020,resulting in a significant demonstration and driving effect,and injecting new momentum into the high-quality development of the manufacturing industry.
